Drow Ranger was one of the heroes who suffered the most from the changes to bonus attributes. As a hero whose effectiveness hinges on Agility, a little can go a long way. The buff to her Agility gain tops off another one she received in 7.21, netting a total gain from 2.2 to 2.8. Her base Agility is now at 29, from 19 back in patch 7.20b. With such a paltry BAT, Drow Ranger gained much needed attack speed in the early stages of the game. Since the 7.21d buff, her win rate has leapt 5 points, from 48% to 53%.
Templar Assassin has inched back towards the meta with more than just the recent round of buffs. Patch 7.20 added an interesting quirk to Meld--a BKB piercing stun, at level 25, that shored up some of her late game deficiencies. Ever since then, she's been getting buffs patch after patch. Her Agility gain is now 3.2, up from 2.3 back in patch 7.21. Meld now applies its debuff before its damage, has a longer debuff duration, and can be stacked. Refraction's damage was also buffed across all levels. Her win rate now is only at 47%, but she used to be one of the worst performing heroes in pubs, with a win rate of 43% in patch 7.20. The latest buff to Templar Assassin may be just what she needed to enter the meta.
From losing hero to winning hero, Sand King's win rate went from 48% to 50.5% after 7.21d. The hero went completely ignored, neither picked nor banned, at the DreamLeague Major. In 7.20, he was a complete nuisance in the lane ever since the patch changed Sand Storm so that it was no longer cancelled by channeling. Naturally, the hero was nerfed, in four consecutive patches, into the ground. Patch 7.21d has breathed back some life back into the hero, with some moderate success at the MDL Disneyland qualifiers.
Next to Chen and Lifestealer, Pangolier was the most contested hero at the Dreamleague Major and a near first round pick/ban. The rework of Heartpiercer to Lucky Shot in 7.20 made him an especially strong offlaner, but a small buff to his base damage in 7.21 made him a solid midlaner as well. He rose at a time when his core items--Greaves and Maelstrom--were especially strong in the meta. The Lucky Shot and Rolling Thunder nerfs were well deserved, and it might not even be enough to slow him down.
Viper has been hit by a wave of nerfs ever since patch 7.21 made him one of the most toxic heroes of the meta. Patch 7.21d takes him down another peg, with direct nerfs to Nethertoxin (the target of the buff that brought him here) and one of his core items, Rod of Atos. The patch knocked Viper down another few points in win rate, bringing him down to 53%--far from his peak that was around 60% in pubs.
It seems like a small change, but the Rage cooldown nerf follows the series of nerfs Lifestealer received in both 7.21b and c. While he once was one of the strongest carries of the meta, this final change has brought Lifestealer down to mortal levels. Overall, his Strength gain has been reduced from 3.6 to 2.9. With nerfs to both Feast and now Rage, his hardiness has tanked, especially for a Strength hero. While the Strength gain affects his mid and late game impact, the Rage cooldown is more noticeable in early levels and the laning stage, where Lifestealer was strongest.

Lina is also getting buffed non-stop like Templar Assassin, but for some reason she also cant even reach the 50% margin.
The buff to Arc Warden was very meaningful btw, and so was the nerfs to Mars.
Pudge just became a really good offlaner, level 1 Pudge with Flesh Heap lvl 1 has an absurd 7.5 hp regen and 68 base damage
So many patchs released yet I haven't seen any new aghs upgrade or reworks. Pls make it available on every heroes and add ambient effect to the heroes that buy it will be bought by everyone just like in dota 1.

^^He means to add special visuals to heros when they buy it. In DOTA 1, nearly every sceptor gave special visuals to the heros, such as adding a frost cloud around Lich, spikes around Leshrac, a firey ember around Axe, a magical pixie dust trail from Void's cudgel, sparks around Warlock's staff, etc. A lot of heroes that currently have Aghs weren't around in DOTA 1, or didn't have Aghs in Dota 1 though, since 6.83 was the last patch to be adapted formally to that game.
