i dont know the exact details but phantom rush replaces phantom edge so to speak, so that's why db is mixing it up.
where people would get phantom edge at 6/11/16 in the previous patch, db is interpreting it as them getting phantom rush right now.
also build popularity seems to be all time popularity. considering how long the old PL has been out compared to the new one, there's no way that the new builds can outnumber the old ones right now
