Well dude depends on which slot is empty u dont wanna go double mid or double carry safelane, and ur question has so many answers that is bascially 1 answer for every team composition u and ur enemy has along with which hero slot is left open. if what u want to know whos heroes r FOTM then probably ive rarely seen a game withought cykablyat, leshragiwhyusobadgame, qop(every1 feeds like fuck with her idk why its even picked in the first place), as support disruptor is doin gr8, slark is always annoyin for every1, idk if ive left some1 out.
Anyway try to be mor specific for christs sake.

I hate to say this, but techies really fuck shit up when picked last. (AND played properly, which is another story)
1. Heroes that can play multiple roles I guess: Mirana 2-5, Lion 2-5 (if you wanna mid i guess), Lina, ogre's okay, stuff like that.
2. Wtf is this question. Don't pick when hero is already countered +1000 mmr

Huskar with no counters is easily the best last pick in the game. You are literally a God. However that rarely happens so probably Meepo if you can play him.
Storm and Qop, if they dont have hard disables you will just snowball to win. I guess slark works too but I dont play him so I cant say much.
OD as last pick can also be devastating.

Those are the heroes that are best to first pick. The fifth pick should know exactly what role the team needs.

Yeah, just like the title states:
1. what are the best last pick heroes?
2. Out of the pool of last pick heroes, which one to pick or not pick depending on the enemy team?
3. If there's no counter on the enemy team and there's nobody you need to counterpick significantly, what's the best last pick hero?
Assume that your team picks properly and has all the other positions covered.
