it just hangs there next time it comes up just close it and start dota again and it should be fine
happens for a lot of games
you've moved or done something to your steam folder, it doesn't detect the needed folders to run the game so every time it loads up in thinks it's a fresh install - my guess
last time i had this i just had to wait like forever then it would start.
