nothing works. I tried turning off all settings and the rendering and the game still has the same framerate.

Maybe you have some spyware/malware or even a trojan that can drastically decrease PC performance at times, try running these programs.

Months back I found a bitcoin miner trojan on my PC.
Just in case, you can see fps and other stuff, as well as take screenshots in dota w/o this program (its not on topic, but whatever, xD). There is a console command that summons a bunch of stats (fps, ping, loss, etc.) in the right bottom corner in game. It may be included in your dota autoexec file.
I cant copy-paste it now cz Im using ipad, but you can find it urself rather easily, it is one of the most used console commands.
Also, when I started playing DotA 2, I was using Fraps, too, since I had it always switched on for CS before, but later on I stopped using it, and I dont remember why tbh. It is possible that fraps doesnt stack well with dota 2 for some reason, but its just a guess.
Try running task manager and then check under the performance tab, without dota running see how much CPU/memory is being used.
CPU should not exceed 20% and Memory(RAM) should not exceed 2.5gb, if they do you might have a program eating up performance, in most cases it's an anti-virus program like AVG, Mcafee, etc.
Well, just using logic, since it seems that only dota has incredibly slow speeds (not his other games), it's highly likely that this is purely a dota 2 problem. If you want, try reinstalling dota. Did you check its efficiency (CPU/memory usage)?
On a side note, I used to play dota 2 with an intel 2000 GPU, so it definitely not a rig problem.

When it is not running cpu usage is at 1% and memory at 1.8 gb
I'm completely out of ideas then, I would post your issue on a couple of tech forums, they are always looking to fix PC performance problems.
u have way too many processes and your cpu usage is 72% with only dota on and i assume thats in main menu, then you have to take into account where you store the pagefile and other nuissances that windows tend to do
reinstall windows 7 or try windows 8.1 since its more optimized and uses less resources
or even better install LEnuX GneUw since most of the software you run in the background exist on literally every packet manager for different distros
79 processes are way to many (NoT). Wave likes to make shit up so we better believe that 79 processes are way 2 many. Most people actually have around 90-100.
I already have a couple of solutions for your problem, but i'm far to interested to see wave's attempt to get something done in his life, so i will wait.
Doto 2 is actually cpu intensive as well. Plus dont record fraps while in game! It makes the framerates lower!

I've had enough of this. It is not normal to have such a low framerate on my rig
CPU: amd athlon quad core @3.2 ghz
GPU: gtx 750 ti
ram: 4gb
windows 7 ultimate 64 bit.
I mean c'mon give me a break, I can run at a good framerate more hardware intensive games like Shadow of Mordor(60 fps no framedrops on high), The witcher 3(45 fps on high), Metro last light(45-50 fps on high without AA) etc. but yet dota 2 cannot somehow give more than 50 fps when nothing is happening. So it's like 50 fps when nothing is happening, dips to 45 on lane, and even 30 in fights. And i am sure that the hardware isn't the problem here. I heard of multiple people which have a lower rig than mine, yet they have straight up 60 fps easily.
Like i know the cpu is not great, but then it would mean that i would have bad fps in all games(if it would be a cpu bounded issue like a bottleneck)
Can someone help me?
And before someone suggests it yes, vsync is disabled
