I'm not sure about this since I'm rarely the party leader, but there should be that option if you right-click on the person.

General DiscussionCan anyone else not invite people who are online but not in Dota?
I have "invite to party" as the option when they are in Dota, but when they are just online but not in Dota it is only "suggest invite to party", when previously you could invite people who were online but not playing Dota.
