Dont at all see a need for urb. I wud almost always go for medallion and bottle, cuz u can just go into jungle, grab a bounty rune and stack maybe, and then clear it with bugs and shukuchi.
Plus there r 2 bounty runes on ur jungle, making 4 bottle charges, and as weaver especially u can even smoke (or not) and steal enemy boubty runes.

you go urn medalion and then aghs around 20-25 mins (super ez to hit this timing). then you just win the fucking mid game and late game. get raindrops too for that jizz regen.
play him offlane as a support. for those who think this is situational,
