Considering that DP has the same voice actor as Brood and GLaDOS, I'm sure she's supposed to be French but just doesn't sound 100% accurate since the actor is American.

i also thought bristle is australian (especially because he says "mate"), but apparently he is supposed to be a londoner. neither willow nor luna is irish tbh, that "irish" is just the "drunk sailors represented in the media" irish. the voice actress is not irish anyway.
Pango is either French or Spanish. His accent sounds French but his name is Donte so that leads me both directions.

As a Scotsman, I can 100% confirm that Luna is SCOTTISH. If we were attempting where (location in Scotland), I would possibly suggest Highlands because that seems to be the default accent people sound like when they try to do a Scottish accent (or Glaswegian but lets not go there...).
