It's how it looks like when he doesn't have the option 'Quick Attack' on now, when u press A it creates a selector which picks the target nearest to the center if the center cursor is not on a target. It helps if u cant/didn't click accurately on the target you wanted to attack and instead click the ground, it still attacks the target that gets hit by the circle targeter around the cursor.

The blade mail is a custom icon that applies to axe when he uses that immortal (the claw shoulder) idk name. Its same as how the icon for bot/travels changes for tinker if he uses the shoes immortal.
