Counter push tb, or gank the crap out of him to keep him underfarmed. Ember is pretty squishy early if you gank him, most embers are glass cannons.
ember is weak to silences, so is phoenix. you could try orchid carriers like slark, or clinkz, who also have craptons of physical damage, and both ember + phoenix have shit starting armour and agi gain
silencer is good against phoenix, because phoenix will get silenced after casting anything but supernova if last worded. if it casts dive, it wont be able to cast the cancel dive ability, if it casts fire spirits, it can't throw them, idk about sun ray, i suppose you cant move forward? so you can try and force the phoenix to use supernova defensively and then just back off.
not so sure on how to hard-counter terrorblade, i mean everyone says chain disables or 5 man ganks, but that applies to everyone.
edit: ursa or troll warlord are pretty good for destroying phoenix's egg form, i don't know about picking them only for the egg though, since you'll probably create other problems due to picking ursa / troll

On topic. Silence fuck up ember and pheonix ( sky is very good vs them, as long you have good map awareness )
Best Tb counters in my opinion: Void,Axe,Lc,Riki,sand king,dark seer, rhasta prophet anti-rats Invoker also etc.
Lion is pretty good. Mana drain can kill an illusion in 1 second every 5 seconds. Hex insta kills it, and he has the lockdown to prevent the sunder. Finger can be used before sunder as well.

won a team fight and throned, dont extend to late game when naga and tb are maxed, then its ez game
As a filthy terrorblade picker, I'd say the only thing that stops him is repeated ganks and effort to shut him down early game.
