Probably the same reason alot of heros don't get used. Where do you put him? There is usually someone better at that position. Might be other reasons as I am just speculating.

This isn't really accurate.
Magnus must have a solo lane that can also provide him decent farm for a quick blink. DK has lane flexibility and can be drafted before a final decision on a mid laner is made. DK can be played safe lane solo or mid. Magnus simply can not. Magnus can't carry your team or be a part of a dual core in the same way DK can. You can, for example, do a 3rd pick DK draft and wait to pick a Shadow fiend for mid once you assess the opponents line up.
Dk is also less reliant than magnus on the bottle crowing because of his passive at least as far as his health is concerned. The issue with magnus is more similar to that of brew master.
Carry DK is not more reliant than carry magnus. and going safelane doesn't necessarily mean going carry. Magnus can go solo any lane, he's even decent solo offlaner if needed. The problem is that nerfs to his skewer and RP don't make him OP as he was before. he's now just a situational hero picked not as often as before. I don't understand how is DK more reliable and flexible than magnus.
I think it's just player preference. Nowdays the mid hero is usualy the pusher. You still see him but people usualy pick heroes that have other uses other than an ulti.

Dk relies on a very long lasting ulti form that gives him a pseudo skadi eventuall, range aoe, ranged stun and he becomes incredible tanky.
Magnus is a wombo combo initiator than can buff a carry with empower and skewer enemies out of position.
Carry magnus is weak.
1. bottle nerf
2. RP nerf(meant magnus could no longer instantly solo the opposing mid once he reached 6)
3. Teams started to understand how to play against him, excellent positioning(common place in competitive tier) completely countered him.
RP doesnt work in games where people are smart enough to not stand 5 heroes on top of each other
so its for pub slamming only
how is mag awful for pubs? alot of pubs people hav no initiation and magnus helps alot. personal record 14 w / 1 l, mostly pubs
