Almost any hero built and skilled right can jungle....but why would you? Sand king has amazing early game presence and perhaps roaming with a stun instead of farming the jungle might be something to look into.
Sandking does not jungle effectively from level 1. However he can clear big stacks of creeps at higher levels easily.
Any time you want to know if a hero is jungling effectively you just need to think "Can I kill a creep camp every 30 seconds without losing so many hp that I have to stop?" The best junglers can kill 2 camps per minute at early levels. If you get half the lane creeps that is still more gold and xp than killing 2 jungle camps/min. So if you can't at least get 2 camps its better to lane. Even if you have a hero that could jungle... at least lane until you have the levels to jungle quickly. If you don't get those early levels you will be useless whenever someone decides to fight.
Oh yeah I had a jungling sand king in my team once, afk farming 15min and feed. Strong jungle hero.

I looked at that match and you fed as much as everyone else on your team, you just happened to be the one getting the last hit on the kills. Feel free to keep blaming valve tho
i wouldnt say he has amazing early presence.
what more it's quite average. melee hero with absolutely abysmal level 1 stun.
once he gets some levels he is fine, but nothing to write home about.
I remember I had to play sandking in some mid-high skilled inhouse. I went to jungle because offlane was completely impossible and I did pretty good, fast blink. The + of the sandking jungler is that he can gank mid/easy lane without any additional effort. That would be something like a roaming sandking who stacks some camps at the same time and kills them when given the chance.
