IP doesn't identify an individual computer on a network, it is assigned to every device on the network so it would be a poor identification method.
You're thinking of a MAC address which is a unique identifier for the hardware itself.

OP you dont need a proxy, just ask your friends to make account for you, play few games on it then give it to you, you can then support them and have fun with them in normal skill bracket.

I wanna teach a friend dota/play with them, but I don't want to get the acc flagged as a smurf which would result in their games being absolute aids.
