Against a Str mid, EG. DK i'll get a lvl of static field.
In general, i'll go 2-1 at 3, and only start casting bolt at lvl 3 bolt.
2 points in arc means it takes 3 arcs to kill a range creep.
All builds are situational, but in general.. If you think you can out value a tanky midlaner (use your right clicks to CS) then static is better, if not get 2 points in arc lightning.
(assuming you're mid)
if you're in the offlane or annother lane, get bolt lvl 1 and bolt the enemy carry for 125 damage every 6 seconds, use mangos to sustain this till he's out of regen, once he's out of regen last hit with your imba 56 damage zues auto attacks till you get some blue shoes and a soulring.
Zues's skillbuild hasn't really changed, it used to be q -e - q -w -w -R-w-w then you go and fight with your manaboots/viel/aether
Nowadays, Q W Q W W R W... Comes online just that little bit faster..
higher levels of arc lightning help you farm/push lanes alot more efficiently.
